The National Assembly has opened a rare public participation window on four bills spanning financial cooperatives, digital markets, tobacco, and labour migration. The window closes Friday, April 24.

The National Assembly of Kenya’s Thirteenth Parliament, Fifth Session (2026), has issued a formal invitation for the public and all stakeholders to submit memoranda on four pieces of legislation currently before its departmental committees, invoking Article 118(1)(b) of the Constitution and National Assembly Standing Order 127(3).
The four bills — spanning cooperative societies, competition law, tobacco control and labour migration — were read a First Time and referred to the relevant committees. S. Njoroge, CBS, Clerk of the National Assembly, issued the public notice on 10th April 2026, giving interested parties a two-week window to make their voices heard.

The Sacco Societies (Amendment) Bill seeks to amend the Sacco Societies Act, Cap. 490B, establishing secondary Sacco societies and regulating the conduct of central liquidity and shared services business. It also aims to operationalise the Deposit Guarantee Fund and align the appointment of its Board of Trustees with international best practices.
The Competition (Amendment) Bill targets digital markets specifically, proposing to broaden the mandate of the Competition Authority to tackle anti-competitive conduct and unfair market practices arising from abuse of a superior bargaining position — a significant move as Kenya’s digital economy expands rapidly.
The Tobacco Control (Amendment) Bill, sponsored by Sen. Catherine Mumma, proposes amendments to the Tobacco Control Act, Cap. 245A, extending regulation to electronic nicotine delivery systems, including e-cigarettes and related products — a response to the growing prevalence of vaping among young Kenyans.

Perhaps the most expansive of the four, the Labour Migration and Management (No. 2) Bill sponsored by Sen. Tabitha Mutinda would empower the National Employment Authority to register and regulate private employment agencies, develop pre-departure orientation programmes, verify job orders, and investigate complaints from migrant workers. It also proposes establishing a Multi-Agency Committee on the Vetting of Private Employment Agencies.
