The Sacco Societies Fraud Investigation Unit (SSFIU) is a specialized body in Kenya, established by the Sacco Societies Regulatory Authority (SASRA) in partnership with the Directorate of Criminal Investigations (DCI), to detect, prevent, and investigate fraud and malpractice within the Sacco sub-sector, protecting members’ savings and improving governance. Comprising seconded DCI officers and supported by SASRA’s staff, the SSFIU works to tackle financial crimes, including cyber fraud, within Saccos, ensuring member deposits are safe.
SSFIU, established by SASRA in 2020, is mandated to detect, prevent, and address any fraudulent acts or claims, activities within SACCOs, as per the Kenya Gazette Notice of 3/12/2021, page 6675.
SSFIU was established following the signing of an MOU between SASRA and the Directorate of Criminal Investigations vide Gazette Notice No. 13392, which reiterated the role of SSFIU to improve governance of Saccos, deter fraud, and increase protection of member deposits.
A working understanding between the National Police Service and the Directorate of Criminal Investigations enables the units deployed outside the DCI headquarters to work with Government Agencies and Institutions. Officers deployed remain under the command and control of the National Police Service.
Objectives of SSFIU
The SSFIU has several primary objectives:
Prevent Fraud: By implementing preventive measures and increasing awareness among SACCO members, the unit seeks to reduce the risk of fraudulent activities significantly.
Investigate Violations: Equipped with a specialized team, the SSFIU is tasked with investigating alleged cases of fraud within SACCOs. This includes gathering evidence, interviewing witnesses, and collaborating with other law enforcement agencies.
Promote Ethical Practices: The SSFIU will provide training and support to SACCO management and members on ethical practices, proper governance, and financial management, creating a culture of accountability and transparency.
Enhance Reporting Mechanisms: The unit aims to establish robust reporting mechanisms that encourage members to report suspicious activities without fear of retaliation.
Structure
The SSFIU will operate under the regulatory oversight of the ministry responsible for cooperatives and work in collaboration with various stakeholders, including the Central Bank and law enforcement agencies. This collaborative approach will ensure a comprehensive strategy to combat fraud and protect members’ interests effectively.
Members of the SSFIU are expected to have backgrounds in finance, law enforcement, and investigations, enabling them to address complex fraud schemes effectively.
Community Engagement and Education
Educating SACCO members about potential fraud schemes is a crucial aspect of the SSFIU’s strategy. The unit will conduct workshops, seminars, and outreach programs to inform members of their rights, the importance of due diligence, and how to safeguard their investments.
The establishment of the SACCO Societies Fraud Investigation Unit marked a step towards ensuring the security and viability of SACCOs. By tackling fraud head-on, the SSFIU protects individual members and strengthens the overall cooperative movement, promoting confidence and trust within the financial ecosystem.
