Oparanya Lifts Liquidation Order, Reinstates Moi University Sacco Registration

 

Cabinet Secretary for Co-operatives and MSMEs Development, Hon. Wycliffe Oparanya, has officially lifted the liquidation order against Moi University Sacco (MUSCCO) and reinstated its certificate of registration.

In a directive issued to the Commissioner for Co-operative Development, the CS noted that the move is aimed at restoring public trust, safeguarding members’ savings, and reaffirming the core values of the Co-operative Movement.

“This decision follows extensive consultations with MUSCCO members, the recommendations of the Senate, and the findings of a Taskforce appointed by my Ministry,” stated Hon. Oparanya. “Members have demonstrated a strong collective commitment to reviving their Sacco, including supporting stabilization efforts and embracing an accountable, inclusive interim leadership.”

To facilitate a smooth transition, the CS announced that an interim board of five members has been elected to oversee operations. This team will manage the Sacco’s affairs pending the election of a substantive Board and Supervisory Committee, which must be conducted within the legally prescribed timelines.

However, Hon. Oparanya issued a stern warning that the reinstatement is not a clean bill of health for previous mismanagement.

“This is not an endorsement of past failures. It is a second chance anchored on strict expectations of governance, compliance, and ethical leadership,” he cautioned. “Where culpability for past mismanagement is established, accountability will be enforced without hesitation. The protection of members’ savings remains non-negotiable.”
